In plans published this week Greenwich Council revealed (once again) a lack of knowledge of Eltham by planning to close the entirety of Earlshall Road and Elibank Road in the morning and afternoon despite only small sections of these roads being near the Gordon School. The end of Elibank Road is half a mile from the Gordon School meaning no parents are using it to park to drop off their children.
This week Greenwich Council published the formal proposals for restricting motor vehicle access to roads around schools during drop-off and pick-up time as part of its School Streets programme. However, in the Gordon School proposal, the Council’s Traffic Management Order states that the scheme will restrict entry to:
- Elibank Road, for its entire length;
- Earshall Road, for its entire length;
- Craigton Road, for its entire length;
- Grangehill Road, from its junction with Greenvale Road to its junction with Dumbereck Road; (I think the Council also spelt Dumbreck wrong – I don’t know if this has an effect on the legal position)
On a map this looks like this:

So for Monday – Friday 8 – 9.30am and 3 – 4pm, during term time people living east of Westmount Road on Earlshall or Elibank Roads will not be allowed to enter their roads despite the fact the Gordon School is nowhere near them (in fact Deansfield School might be closer).
I will provide a summary of all the proposals for Eltham Park and Progress and Eltham Page wards next week, but in the meantime, if you live on the Eastern side of Elibank Road and Earlshall Road you may want to respond to the Council’s consultation to point out the mistake.
You can see the full Traffic Management Order here.
You could also contact your newly elected local Labour Councillors as they really should have already picked this issue up before the plans were published.
This article misundestands and in so doing is misrepresenting what is proposed. The cropped and doctored map here does NOT outline what is proposed here at all.
Please see the details on what is being proposed here: https://hdp-eu-prod-app-rbg-community-files.s3.eu-west-1.amazonaws.com/9817/8542/1534/Gordon_Primary_Leaflet.pdf
I appreciate that the technical langauge requried for the Traffic Management Order (TMO) can create space for confusion, but there is no proposal to restrict access on any of the roads east of Westmount Road as part of these (or any other) proposals.
I would encourage people to engage with what is actually being proposed here and respond to the consultation. But to be clear, this article misrepresents (I am sure inadvertently rather than deliberately) what is proposed and hope that it will be corrected to reflect what is actually being proposed.
We look forward to hearing the views of residents on these proposals as part of the statutory consultation, and will consider those representations before any decision is made.
